বাংলা নিউস রিপোর্ট ২৪: আগামী কয়েক বছরের মধ্যে বদলে যাবে যানজটের চিরচেনা এই নগরী ঢাকা। একের পর এক ফ্লাইওভার, উড়ালসড়ক, আন্ডারপাস, একাধিক মেট্রোরেল রুট, বিআরটি, অত্যাধুনিক শপিং মল, বিনোদন কেন্দ্র, সিনেপ্লেক্সসহ বিভিন্ন প্রকল্প বাস্তবায়নের মাধ্যমে পাল্টে দেওয়া হচ্ছে মহানগরী ঢাকাকে।

ইতিমধ্যে বেশ কয়েকটি ফ্লাইওভার ও নতুন সড়ক ঢাকার উত্তরের বেশির ভাগ অংশকে করেছে যানজটমুক্ত। কুড়িল-বিশ্বরোড ফ্লাইওভার, জিল্লুর রহমান ফ্লাইওভার (মিরপুর-বিমানবন্দর সড়ক), বনানী ওভারপাস ও পূর্বাঞ্চলে লিংক রোডের মাধ্যমে এ অঞ্চলে যাতায়াতে এসেছে তুলনামূলক স্বস্তি। মেয়র হানিফ ফ্লাইওভার নগরবাসীকে দিয়েছে যাত্রাবাড়ী-সায়েদাবাদের দুঃসহ যানজট থেকে মুক্তি। নগরীর মধ্যস্থানে থাকা হাতিরঝিলও কাছে এনেছে গুলশান ও কারওয়ানবাজারকে।

যানজটমুক্ত রাজধানী গড়ে তুলতে মহাপরিকল্পনা গ্রহণ করেছে সরকার। ঢাকা মহানগরী ও তৎসংলগ্ন পার্শ্ববর্তী এলাকার যানজট নিরসন ও পরিবেশ উন্নয়নে ঢাকা ম্যাস ট্রানজিট কোম্পানি লিমিটেড (ডিএমটিসিএল)- এর আওতায় ২০৩০ সালের মধ্যে ছয়টি মেট্রোরেল সমন্বয়ে একটি শক্তিশালী নেটওয়ার্ক গড়ে তোলার লক্ষ্যে বিভিন্ন মেয়াদের কর্মপরিকল্পনা নেওয়া হয়েছে।

এসব পরিকল্পনার কিছু ইতিমধ্যে বাস্তবায়ন হয়েছে, কিছু বাস্তবায়নাধীন এবং কিছু প্রকল্প অনুমোদন হয়ে আছে। নির্ধারিত সময়ের মধ্যে এসব প্রকল্প বাস্তবায়িত হলে আগামী ২০৩০ সালের মধ্যে বদলে যাবে রাজধানী।

সড়ক পরিবহন ও সেতু মন্ত্রণালয় থেকে প্রাপ্ত তথ্য অনুযায়ী, মহান স্বাধীনতার ৫০ বছর পূর্তি উদযাপন বর্ষ ২০২১ সালের ১৬ ডিসেম্বর দেশের প্রথম উড়াল মেট্রোরেলের সম্পূর্ণ অংশ আনুষ্ঠানিকভাবে উদ্বোধনের পরিকল্পনা রয়েছে সরকারের।

গত ৩১ মে পর্যন্ত মেট্রোরেল প্রকল্প বাস্তবায়নের সার্বিক গড় অগ্রগতি প্রায় ২৫ শতাংশ। প্রথম পর্যায়ে নির্মাণের জন্য নির্ধারিত উত্তরা তৃতীয় পর্ব থেকে আগারগাঁও অংশের পূর্ত কাজের অগ্রগতি ৪০.৫৮ শতাংশ। ইতিমধ্যে পাঁচ কিলোমিটার ভায়াডাক্ট দৃশ্যমান হয়েছে।

২২ হাজার কোটি টাকা প্রাক্কলিত ব্যয়ে উত্তরা তৃতীয় পর্ব থেকে মতিঝিলে বাংলাদেশ ব্যাংক পর্যন্ত ২০ দশমিক ১০ কিলোমিটার দীর্ঘ দেশের প্রথম এই উড়াল মেট্রোরেল নির্মিত হচ্ছে। এখানে ১৬টি স্টেশন থাকবে।

উভয়দিকে ঘণ্টায় ৬০ হাজার যাত্রী পরিবহন সম্ভব হবে। আধুনিক, সময় সাশ্রয়ী, পরিবেশ বান্ধব ও বিদ্যুৎ চালিত ম্যাস র্যাপিড ট্রান্সপোর্ট (এমআরটি) নির্মাণের লক্ষ্যে ঢাকা ম্যাস র্যাপিড ট্রানজিট ডেভেলপমেন্ট প্রজেক্ট (লাইন-৬)- এর আওতায় এটা বাস্তবায়ন হচ্ছে।

২০৩০ সালের মধ্যে রাজধানীকে যানজটমুক্ত করার লক্ষ্যে হযরত শাহজালাল আন্তর্জাতিক বিমানবন্দর থেকে গাজীপুর পর্যন্ত ২০ কিলোমিটার দীর্ঘ বাস র্যাপিড ট্রান্সপোর্ট (বিআরটি) প্রকল্প বাস্তবায়নাধীন। সড়ক পরিবহন ও সেতু মন্ত্রী জানান, এ প্রকল্পটি বাস্তবায়িত হলে ঘণ্টায় উভয়দিকে ৩০ হাজার যাত্রী পরিবহন করা সম্ভব হবে।

উভয় পাশে ধীরগতির যানবাহনের জন্য এক স্তর নিচ দিয়ে সার্ভিস লেনসহ ৫৫ কিলোমিটার দীর্ঘ ঢাকা-খুলনা মহাসড়কের যাত্রাবাড়ী ইন্টারসেকশন থেকে (ইকুরিয়া-বাবুবাজার লিংক সড়কসহ) মাওয়া এবং পাচ্চর-ভাঙ্গা পর্যন্ত মহাসড়ক উন্নয়ন প্রকল্পও বাস্তবায়নাধীন। এটি হবে দেশের প্রথম এক্সপ্রেসওয়ে।

সড়ক পরিবহন ও সেতু মন্ত্রণালয় জানায়, পাবলিক-প্রাইভেট পার্টনারশিপ (পিপিপি) ভিত্তিতে ঢাকা-চট্টগ্রাম এক্সপ্রেসওয়ে নির্মাণেরও পরিকল্পনা রয়েছে সরকারের। এছাড়া পিপিপি ভিত্তিতে হাতিরঝিল-ডেমরা-আমুলিয়া-শেখেরজায়গা-বনশ্রী-রামপুরা আইডিয়াল স্কুল অ্যান্ড কলেজ মহাসড়কের উভয় পাশে সার্ভিস লেন নির্মাণসহ এটিকে চার লেনে উন্নীত করা হবে। ঘনবসতিপূর্ণ পুরান ঢাকার যানজট নিরসন ও উন্মুক্ত স্থানের সংস্থান করার লক্ষ্যেও নেওয়া হয়েছে আরবান রিন্যুয়াল প্রকল্প।

On both sides, a one-level low-level service lane is being implemented in Jatrabari intercepting the 55-kilometer long Dhaka-Khulna highway (including the Ikuria-Babubazar Link Road) Mawa and Pachchhar-Bhanga as well as the highway development projects. This will be the country's first Expressway.

The Ministry of Road Transport and Bridges said that the government has a plan to build Dhaka-Chittagong expressway on the basis of public-private partnership (PPP).

Besides, on a PPP basis, Hatirjheel-Demra-Amalia-Shekherjayga-Banasree-Rampura Ideal School and College will be upgraded to four lanes along with the construction of service lanes on both sides of the highway. Urban Renewal Project has also been taken to resolve the traffic congestion of Old Dhaka and open space.
