বাংলা নিউস রিপোর্ট ২৪: হাওড়-বাঁওড়, পাহাড়ীসহ দুর্গম এলাকা ও নারী শিক্ষা প্রতিষ্ঠানকে সর্বোচ্চ অগ্রাধিকারের ভিত্তিতে দীর্ঘ ৮ বছর পর এমপিওভুক্ত (মান্থলি পেমেন্ট অর্ডার) হতে যাচ্ছে সরকার স্বীকৃত বেসরকারী শিক্ষা প্রতিষ্ঠান। নতুন করে এমপিও পেতে পারে প্রায় তিন হাজার বেসরকারী স্কুল, কলেজ, মাদ্রাসা ও কারিগরি শিক্ষা প্রতিষ্ঠান।

চলতি অর্থবছরে শিক্ষা প্রতিষ্ঠানগুলোর জন্য বরাদ্দ রাখা হচ্ছে এক হাজার ১৪৭ কোটি টাকা। আর নতুন ও পুরাতন এমপিওভুক্ত সকল শিক্ষক ও কর্মচারীদের বেতন-ভাতা হিসেবে সরকার ১৫ হাজার কোটি টাকা বরাদ্দ রেখেছে। গত অর্থবছরে এই বরাদ্দ ছিল ১৩ হাজার ১৪৪ কোটি টাকা।

এমপিওর জন্য গঠিত ‘প্রতিষ্ঠান বাছাই কমিটির সদস্যদের সঙ্গে কথা বলে জানা গেছে, প্রায় ১০ হাজার শিক্ষা প্রতিষ্ঠান এমপিওর জন্য আবেদন করলেও তাদের মধ্যে যোগ্য প্রতিষ্ঠানের সংখ্যা খুব বেশি নেই। এমপিওর জন্য প্রযোজ্য চার শর্ত শতভাগ পূরণ করতে পেরেছে দুই হাজারেও কম প্রতিষ্ঠান।

তবে দীর্ঘদিন এমপিও বন্ধ থাকার কথা বিবেচনায় নিয়ে আরও কিছু প্রতিষ্ঠানকে এমপিওভুক্ত করতে চায় সরকার। কমিটির একাধিক সদস্য বৃহস্পতিবার জানিয়েছেন, এখন পর্যন্ত সম্ভাব্য এমপিওর তালিকায় এসেছে দুই হাজার ৭৬২ প্রতিষ্ঠান।

কিন্তু হাওড়-বাঁওড়, পাহাড়ীসহ দুর্গম এলাকা ও নারী শিক্ষা প্রতিষ্ঠানকে অগ্রাধিকার দিয়ে তারা তালিকা চূড়ান্ত করতে চান। হাওড়-বাঁওড় পাহাড়ীসহ দুর্গম এলাকা ও নারী শিক্ষা প্রতিষ্ঠানকে অগ্রাধিকার দিয়ে তালিকা করলে মোট প্রতিষ্ঠানের সংখ্যা আরও বাড়বে। সেক্ষেত্রে প্রতিষ্ঠান হতে পারে প্রায় তিন হাজার।

জানা গেছে, এখন পর্যন্ত তালিকায় আসা প্রতিষ্ঠানগুলোর মধ্যে আছে এক হাজার ৬২৯টি স্কুল ও কলেজ, ৫৮২ কারিগরি শিক্ষাপ্রতিষ্ঠান এবং ৫৫১ মাদ্রাসা। যাদের এমপিওভুক্ত হওয়ার সব যোগ্যতা রয়েছে বলে বলছে কমিটি।

বর্তমানে দেশে এমপিওভুক্ত শিক্ষা প্রতিষ্ঠান আছে ২৭ হাজার ৮১০টি। এসব প্রতিষ্ঠানে শিক্ষক-কর্মচারীর সংখ্যা প্রায় ৫ লাখ। নতুন আরও তিন হাজার প্রতিষ্ঠান এমপিওভুক্ত হলে সেই প্রতিষ্ঠান ও আগের ২৭ হাজার ৮১০ প্রতিষ্ঠানের শিক্ষক ও কর্মচারীদের বেতন-ভাতা হিসেবে নতুন অর্থবছরে ১৫ হাজার কোটি টাকা বরাদ্দ রেখেছে সরকার।

এর আগে ২০১৩-১৪ অর্থবছরে এই বরাদ্দ ছিল ৫ হাজার ৩৪৩ কোটি টাকা, ২০১৪-১৫ অর্থবছরে ৫ হাজার ৬২০ কোটি, ২০১৫-১৬ অর্থবছরে ৯ হাজার ৬৯১ কোটি, ২০১৬-১৭ অর্থবছরে ১০ হাজার ৯৩৩ কোটি।  ২০১৭-১৮ অর্থবছরে ১১ হাজার ১২ কোটি, ২০১৮-১৯ অর্থবছরে ১৩ হাজার ১৪৪ কোটি টাকা বরাদ্দ রাখা হয়েছিল।

জানা গেছে, ২০১০ সালের পর গত ৮ বছরে এমপিওভুক্ত হয়নি কোন বেসরকারী শিক্ষা প্রতিষ্ঠান। অথচ এই সময়ে ৭ হাজারেরও বেশি বেসরকারী স্কুল, কলেজ, মাদ্রাসা প্রতিষ্ঠিত হয়েছে। ২০১০ সালের আগে একাডেমিক স্বীকৃতি পাওয়া নন-এমপিও প্রতিষ্ঠানও আছে প্রায় তিন হাজার।

সব মিলিয়ে ১০ হাজারেরও বেশি সরকার স্বীকৃত প্রতিষ্ঠান আছে এমপিওর অপেক্ষায়। এসব প্রতিষ্ঠানের কয়েক লাখ শিক্ষক কর্মচারী বছরের পর বছর ধরে অপেক্ষা করছেন এমপিওর জন্য। ২০১১ সাল থেকেই চলছে এমপিওর দাবির আন্দোলন। বিভিন্ন সময় সংসদ সদস্যরাও নিজ এলাকার প্রতিষ্ঠান এমপিওর জন্য একই দাবিতে সোচ্চার হয়েছেন। তবে শিক্ষামন্ত্রী ডাঃ দিপু মনিসহ মন্ত্রণালয়ের কর্মকর্তারা বলছেন, এবার এমপিও নিয়ে অপেক্ষার অবসান হচ্ছে।

If the list of priority areas and women education institutions with haor-bar Paharis are preferred, the total number of institutions will increase further. In that case, the organization could be about three thousand.

It has been learned that there are 1,629 schools and colleges, 582 technical institutions and 551 madrassas in the list. The committee, which says all the eligibility for MPO is to be held. There are 79,810 educational institutions in the country currently having MPO.

The number of teachers and employees in these institutions is about 5 lakh.
